MWO Tokyo Advisory: Jurisdiction of Okinawa Prefecture transferred from MWO Tokyo to MWO Osaka

TRANSFER OF JURISDICTION OF OKINAWA PREFECTURE FROM MIGRANT WORKERS OFFICE (MWO) TOKYO TO MWO OSAKA

The Department of Foreign Affairs (DFA) recently issued Department Order (D.O.) 2023-011 which effectively transferred consular jurisdiction of Okinawa Prefecture from the Philippine Embassy in Tokyo to the Philippine Consulate General (PCG) in Osaka. Section 15 of RA. 11641 (Department of Migrant Workers Act) explicitly instructs that each MWO shall have the same jurisdiction, including concurrent and consular jurisdiction, as the Foreign Service Post to which it is attached. Considering that MWO Osaka is under the jurisdiction of PCG Osaka, it necessarily follows that jurisdiction over Okinawa Prefecture should no longer fall under MWO Tokyo.

In view of the foregoing, together with the acquiescence of the Department of Migrant Workers Home Office, MWO Tokyo would like to inform all stakeholders concerned of the above-mentioned transfer of jurisdiction.

Accordingly, all applications for accreditation and verification of labor documents of Accepting Organizations, Supervising Organizations, Promotion Companies, and all other Japanese Employers, as well as individual contract verification of OFWs, where the worksite is situated in Okinawa Prefecture should now be submitted to MWO Osaka. Moreover, all labor employment facilitation queries and concerns under Okinawa prefecture should likewise be addressed to MWO Osaka.

Corollarily, ail Filipino workers with worksite in Okinawa Prefecture are advised to direct all labor welfare cases and concerns, as well as Assistance to National (ATN) cases, to MVVO Osaka. As a transitional measure, MWO Tokyo will still act upon and process labor and employment facilitation documents with worksite in Okinawa Prefecture that are submitted and received by our office before 01 October 2023.
